Two Rivers Regional Council administers the Ameren Warm Neighbors, Cool Friends program in Brown, Pike, and Schuyler Counties. This program is for those households who do not qualify for the Low-Income Home Energy Assistance Program (LIHEAP) but are in need of help with their utility bills. To qualify, you must be a customer of Ameren and the household income must be between 150% and 200% of poverty guidelines. Please call your local Two Rivers Regional Council Office for more information.
